While I don't have a 7-08 I have used IMR 4064 in .257 Roberts, .30-06 and .35 Whelen, in my experience it has given me better accuracy than Varget and RL-15. But who knows every rifle is an individual, might as well try Varget and RL-15 as they are good choices. I know that to get the best performance out of these kind of bullets, you need to be on the higher end of in terms of velocity.
