The quests are designed so that followers are dismissed and recruited sometimes automatically and can break if you have another framework managing them. If there's a quest that requires 2 of them, one will become a temporary follower and go to the required location.The CoT NPCs will always talk at least half as lengthy compared to 3DNPCs and will just stop talking to you outright after a first conversation. The main less-than-optimum “feature” I have run into is that the quests are difficult to find. I play the Interesting NPC quest lines with my iPad open to a guide.
